Anne Hawley
Anne Hawley serves as the Executive Director of the Cannabis Control Appeals Panel. Prior to this role, she served in several positions in the Office of Governor Edmund G. Brown Jr., where she collaborated closely with state leadership on project management, human resources, crisis management, and public speaking. She was previously a consultant for DeBoo Communications Inc. and was principal at Anne Hawley Design. Ms. Hawley began her career in 1993 serving in several positions in the White House during President Bill Clinton's Administration, including Deputy Assistant to the President, Director of Scheduling and serving as a management consultant to the U.S. Department of Transportation and the U.S. Department of Labor.
Christopher Phillips
Christopher Phillips serves as the Chief Counsel for the Cannabis Control Appeals Panel. Prior to this role, he served in several positions at the California Public Employees Retirement System, including staff attorney and senior staff attorney. He was previously an owner/attorney at Phillips Law and an associate attorney at Bowman & Associates in Sacramento. Mr. Phillips received his Juris Doctor from the University of the Pacific, McGeorge School of Law.
